PMRF GUEST PASS PROGRAM

The Pacific Missile Range Facility (PMRF) is one of the most accessible Navy installations in the world and we strive to balance public access and mission requirements to share available resources and services with residents and visitors. PMRF currently offers access to the following recreational sites and services on base through the PMRF Guest Pass Access Program:

• Beach Access from Shenanigans, Waiapua’a Bay and Kinikini Ditch Access Road.
• Waiapua’a Bay includes parking, restrooms and shower facilities
• Shenanigans Bar & Restaurant
• Mana Motors for automobile, motorcycle and trailer safety inspections
• Mana Car Wash
• Outdoor Movie Theater (Friday-Sunday)
• Waiapua’a Bay Trail
• Kinikini Ditch Access Road for fishing (Weekends and Federal Holidays only)

General Information:

• The guest pass holder main gate and beach access hours are from 6 a.m. to 10 p.m., seven days a week, weather permitting and is subject to change without notice. All other listed services are available during their posted business hours.
• The Navy Exchange and the Navy Exchange Gas Station, MWR sports fields and fitness center are not authorized for guest pass services.
• Guest pass applicants must be a U.S. Citizen, at least 18 yrs old with valid forms of ID, pay a $25 processing fee and successfully pass a background check. Guest pass holders are not permitted to sponsor access for guests over the age of 18.
• Guest passes are typically issued on the same day the application is processed and is valid for one year from the date of the background check is completed.

Where and when can I apply? Applications for the guess pass program are accepted at the PMRF Pass and ID office, Monday to Thursday, from 9 a.m. to 10 a.m. only, closed on federal holidays.

The Pass and ID Office is located just outside of the main gate on Tartar Drive in Kekaha. Upon entering Tartar Drive from Kaumuali’i Highway, take a first right hand turn to the Pass and ID office. Get Directions

How do I apply for the PMRF Guest Access Pass? To apply, complete the following forms, gather your required documents and submit your completed forms, in person, to the PMRF Pass and ID office during guest pass days/hours. Complete and submit the following forms:

1. Print and complete the SECNAV 5512-1 Form. Download here in .pdf or Word doc. format. 

-Tip: Download the form or "save as" to your desktop. Do not open the document in a browser, as the form may not open properly.

2. Print, read and sign the Visitor Agreement.

3. Bring your completed forms and IDs to the Pass & ID Office during the designated processing hour, in person. This includes:

-A completed SECNAV form and Visitor Agreement

-Your Original Social Security Card or Valid US Passport (no copies)

-Valid Real ID Driver’s License

-Any additional identity sources you listed in section 13 of the SECNAV form

4. Arrive at the Pass & ID office and Sign In during Guest Pass Processing.

-Guest pass processing is open Monday to Thursday between 9 a.m. and 10 a.m. only, closed on federal holidays. Individuals arriving after 10 a.m. will need to return during the next processing date.

-The lobby area’s capacity is 5. Please form a line outside of the office after you’ve signed in for guest pass processing.

Tips for completing the SECNAV form:

1.  If you have dual citizenship, please include your valid U.S Passport as an identity source along with Driver’s License and SSN.
2. Only original issued documents (I.E. social security card) are accepted and must not be expired (I.E. passport, driver’s license).
3. Please leave boxes 24-27 blank, Pass & ID staff will complete that information.

Payment via Scan-to-Pay:

The processing fee for a guest pass card is $25. Payments are accepted via QR code scan-to-pay option only. With scan-to-pay, the payments are made online with a credit or debit card. We do not accept cash/check payments.
