Get access to Shenanigans, Surfing, Fishing, and more PMRF facilities with your PMRF Guest Card. 

The PMRF Guest Card offers many benefits that allow guests access to select leisure activities onboard PMRF Barking Sands.

IMPORTANT UPDATE FOR PMRF GUEST PASS APPLICATIONS (Effective May 1, 2025)

Starting May 1, 2025, there will be an important change in how to apply for a PMRF guest pass. MWR will no longer process guest pass applications via mail. All applications must be submitted in person to the Pass and ID office. With this new process, applicants should be able to receive their guest pass on the same day, provided there are no issues with the background check. Please be aware there may be a short waiting period depending on customer volume.

IDs may be issued at the following times:
Monday - Thursday 9 am - 10 am. 
Closed for federal holidays

The Pass and ID Office, located at the Main Gate, may be reached by taking a right at the first stop sign on Tartar Drive, prior to entering the base.

The PMRF Guest Card allow guests access to the following leisure activities onboard PMRF Barking Sands:

• Beach Access which includes parking and showers
• Shenanigans Bar & Restaurant
• Mana Motors for automobile, motorcycle and trailer safety inspections
• Mana Car Wash
• Waiokapua Bay Trail
• Fishing at Kini Kini Ditch (Weekends and Federal Holidays only) includes onsite parking space (For updates, hours and access call 808-335-4229)

How To Get a PMRF Guest Pass
Ready for your card? Here is all you have to do………

1. Print and fill out a SECNAV 5512-1.  Download here in .pdf  or Word doc. format.
2. Print, read and sign the Visitor Agreement.
3. Bring the completed SECNAV form, the Visitor Agreement, your original Social Security Card and Enhanced Driver’s License and any additional identity sources you listed in section 13 of the SECNAV form to the Pass & ID Office.
4. Sign in on the clip board inside Pass and ID office. ** Individuals arriving after 10 am will not be helped.**
5. Upon a favorable completion of the background check, a processing and administrative fee of $25 is due. Proof of payment must be presented.  Credit card is the only form of payment accepted.

Tips for completing the SECNAV:

1. If you have dual citizenship, please note you will need to put your VALID U.S Passport as an identity source along with Driver’s License and SSN.
2. Only originally issued documents (I.E: Birth Certificate or SSN) are accepted and they cannot be expired (I.E: Passport, Driver’s License).
3. Please leave boxes 24-27 blank, Pass & ID will complete that information.

Payment
The processing fee for a PMRF guest pass is $25. We accept all major credit cards for payment, but please note that we do not accept cash or checks.

General Information

• Applicants must be citizens of the United States and at least 18 years of age.
• Passes are good for one year from the date the background check is completed.
• PMRF Guest Card holders are not permitted to sponsor guests over the age of 18.

Applications can only be submitted during the following times:
Monday thru Thursday from 9 a.m. to 10 a.m.  Closed for Federal Holidays. Individuals arriving after 10 a.m. will not be helped.
