Primarily for young, enlisted service members, all unaccompanied personnel assigned to U.S. Navy installations are eligible to participate.  Guest are allowed to participate in selected activities on a space-available basis but do not receive the Liberty Program discount.

You may not notice it at first, but there are a lot of fun things to do here on Kauai.  MWR's Liberty Program takes you outside the gates to explore the island and all it has to offer.
