INTRODUCTION:
This position is assigned to the Recreation Branch (N922); Fleet Readiness Division (N92); Fleet and Family Readiness Department (N9), Commander Navy Region Hawaii (CNRH). Incumbent serves as a Recreation Specialist and is responsible for planning, developing, organizing, implementing, and evaluating a diverse range of programs, classes, trips, and events that are targeted to meet the leisure needs of our active duty and their families. The diverse year-round recreation program areas may include but are not limited to Outdoor Adventures; Liberty Single Sailor Program; Information Tickets, and Tours (ITT); Recreation Centers; and Special Events.
MAJOR DUTIES AND RESPONSIBILITIES:
Duties include but are not limited to:
- Plans, coordinates, executes, and evaluates a comprehensive monthly calendar of reoccurring and non-reoccurring recreational activities, classes, events, trips, and programs. Recreation activities include but are not limited to special events, seasonal programs, instructional classes, contests, trips, and tournaments.
- Orders and arranges supplies, equipment, and transportation.
- Prepares and provides a detailed program plan for facility managers. Coordinates with managers for staff support.
- Decorates and sets up for activities/programs; cleans up after events.
- Works closely with marketing department to promote programs.
- Works with Sponsorship Coordinator to identify commercial sponsorship opportunities,
- Evaluates effectiveness of program delivery based on user metrics, surveys, interactions with patrons, and Interactive Customer Evaluation (ICE) comments. Conducts focus groups to determine future programs.
- Uses data to make recommendations and modifications to the program.
- Prepares and submits reports for area of responsibility.
- Prepares, justifies, and monitors the execution of the annual non-appropriated fund (NAF) and appropriated fund (APF) operating budget.
- Researches and prepares purchasing documents in support of equipment/program funding.
- Ensures all facilities and activities associates with the program meet established fire, safety, security, and sanitation guidelines. Identifies, communicates, and follows up on repairs related to facility and equipment maintenance to the appropriate representatives.
- Assists supervisor with training, scheduling, and timekeeping for program staff.
- Recruits, trains, and manages volunteers, special interest groups, and interns associated with programs in the area of responsibility. Maintains related documents.
- Operates a motor vehicle, including a 15-passenger van, for patron transport to and from activities.

- Knowledge of Department of Defense (DoD), Department of the Navy (DON) and Commander Navy Installations Command (CNIC) policies and procedures governing the recreational activity.
- Knowledge of marketing and promotion techniques to motivate and encourage program participation.
- Knowledge of and skill in developing and executing operating budgets.
- Skills in planning and executing a comprehensive recreation program for authorized patrons that includes a variety of activities, which meets the needs of the participating community.
- Skill in effectively organizing and utilizing available community resources.
- Skill in the use of Microsoft Office program (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area.
- Ability to evaluate activities, programs, and services to meet patron and organizational goals, objectives, interests, and needs.
- Ability to take corrective action to meet program goals.
- Ability to evaluate participant responses to activities and programs, and the extent to which programs are meeting their goals, objectives, interests, and needs.
- Ability to market the program and motivate eligible participants.
- Ability to communicate affectively both orally and in writing.
Supervisory Controls:
Works under direct supervision of the Community Recreation Manager. The supervisor sets general overall objectives which the employee carries out independently. The employee plans and carries our day-to-day operations and handles problems in accordance with instructions, policies, previous training, and routine practices. The supervisor is available to assist with unusual situations not having clear precedents. Completed work is evaluated based on results and is reviewed for appropriateness and conformity to policy and requirements.
Guidelines:
Guidelines consist of current directives, agency and departmental policies, instructions, and other established pertinent guidelines and regulations. The diversity of the program is such that the employee must use judgement in interpreting and adapting their various guidelines to ensure the timely implementation of goals and objectives, the satisfactory progress of activities and services, and the resolution of problems not covered by guidelines.
Complexity:
Work consists of a varied range of activities and includes different and unrelated processes, methods and procedures relating to recreation activities. Decision regarding what needs to be done requires assessment of participants interest and needs, knowledge of trends, and availability of necessary financial, physical, and manpower resources. The incumbent provides supervisor with background information, appropriate analysis, and solutions to problems. The incumbent must coordinate activities among diverse demographics, facilities, resources, and work schedules.
Scope and Effect:
Work performed involves planning, executing, and evaluating a variety of recreation activities for personnel at the installation. Activities and services are highly visible to the active duty population. The program directly contributes to the participants’ physical and mental well-being, social development, and the Navy’s retention and readiness objectives.
Personal Contacts:
Contacts are with managers and employees of various military departments and activities within and outside the organization, private organizations, vendors, contractors, and military officials at various command levels.
Purpose of Contacts:
The purpose of contacts is to effectively communicate program objectives, coordinate programs with other services, solicit program support, secure resources, promote recreational activities, and serve patrons.
Physical Demands:
Work involves some long periods of physical exertion, such as standing and walking; occasional driving; participating in activities and games; and lifting objects up to 45 pounds. When setting up special events, may climb ladders, move furniture or equipment, and use tools and building materials to prepare the recreation areas.
Work Environment:
Work is in an office setting, and indoors/outdoors during events. Events may involve exposure to load music/noises, and outdoor weather elements.
Other Factors:
Must satisfactorily complete a suitability background check when necessary for access to area of responsibility.
Occasional travel of less than 5% may be required.
Overnight travel may be required for trips.
Incumbent is subject to work an uncommon tour of duty to meet program requirements including, nights, weekends and holidays.
Must have or be able to obtain and maintain a valid sates driver’s license.
Incumbent must possess or be able to obtain the following within 90 days of hire:
- Cardiopulmonary Resuscitation (CPR), First Aid, and Automated External Defibrillator (AED) certification.
- Safe Inflatable Operators Training Organization Certification
