INTRODUCTION:
This position is located in the Region Fleet & Family Readiness Program. The purpose of this position is to provide a full range of transient lodging services and serve as technical authority for the Region's Navy Gateway Inns & Suites (NGIS) Lodging Program.
MAJOR DUTIES AND RESPONSIBILITIES:
The incumbent plans, organizes, administers and serves as the principal manager for NGIS lodging operations. The incumbent is responsible for all NGIS lodging spaces and facilities at all installations within the Region. Delegates authority to subordinates (directly or indirectly) and monitors the performance of organizational units in accomplishing assigned workloads. Makes final decisions on personnel actions involving subordinates, employee grievances, workforce reductions and adverse actions. Responsible for carrying out Equal Employment Opportunity (EEO) policies and communicating support of these policies to subordinates.
Responsibilities include: planning work and special projects; addressing and resolving complaints and grievances, monitoring regional staff workload requirements; analyzing methods and/or results and implementing process improvements as necessary; giving advice, counsel, performance evaluations and instructions to subordinates regarding work and administrative matters; interviewing and selecting candidates for job appointments, promotions or reassignments; hearing and resolving employee complaints and grievances; reviewing situations and recommending/effecting disciplinary actions such as warnings, reprimands, suspensions, and terminations; identifying development and training needs of employees; and responding to and taking action on guest and/or employee feedback in a tactful and diplomatic manner.
Directs the development and justification of the transient portion of the Capabilities Based Budget (CBB)/Program Operation Memorandum (POM) Budget submissions, Non-Appropriated Fund (NAF) annual budgets, and financial management necessary to efficiently and effectively accomplish NGIS functions within guidance provided by higher authority. Manages all expenditures of funds authorized under these budget execution plans.
Ensures all appropriate resources are available and utilizes sound financial management to ensure the security and lawful use of NAF and Appropriated Funds (APF) while effectively accomplishing the NGIS mission.
Develops long-range plans and recommendations relative to the operation and management of all NGIS within the Region/installation area of responsibility. Formulates course of action on critical issues and conducts special investigations, studies, and analyses to address unique or extraordinary issues. Maintains cognizance of legislative and other regulatory plans, trends, and forecasts to provide expert advice and projections for long-range implications. Provides guidance and direction to establish program goals, objectives, performance indices and quality assurance (QA) criteria for evaluation and accomplishment of functions. Provides timely inspections, audits and management reviews of site-level activities to identify areas of improvement and recommend and/or implement applicable corrective actions.
Directs and effectively plans, develops and implements the policies, programs, and procedures affecting the full range of NGIS matters, including financial management, operations, occupancy inspections, and facility management to include; repair and improvement projects, furnishing phased replacement, and coordination with NAVFAC on Special and MILCON projects and energy conservation within NGIS. Provides technical guidance, management direction and support for the development and execution of a variety of NGIS contracts. Formulates plans and develops guidelines for the inspections of NGIS facilities and grounds within the Region.
Oversees the management of the Region NGIS reservation office (if applicable), warehouse (if applicable), Regional Training and QA programs (if applicable) and project management including all non-appropriated fund records provided to all NGIS Lodging Operations Monitors
development of plans and design reviews for NGIS renovations (major and minor) and new construction. Serves as a member of the CNIC NAF NGIS Evaluation and Assessment Board (EAB) for NAFCON projects and as an advisor on NGIS facility planning, design, safety criteria, and conformance with statutory, administrative and funding limitations. Serves as NGIS quality advocate during design of renovations or construction. Reviews preliminary and final designs. Coordinates technical review of renovation and construction with NAVFAC.
QUALIFICATIONS:
The incumbent must have a minimum of 3 years Management experience in hospitality and obtain a Certified Lodging Manager certification (CLM) or equivalent within 12 months of being hired, and any other requirements outlined in the Lodging Career Path Guide.
Comprehensive knowledge of a wide range of hospitality industry standards, U.S. Navy and federal/Department of Defense (DOD) policies, and other applicable requirements is necessary for developing effective NGIS management plans and mission accomplishment.
Able to skillfully apply hospitality management principles to a variety of complex work assignments involving a wide range of NGIS management functions such as: daily lodging operations; effective utilization of manpower, finances, rooms/spaces and other assets/resources; periodic and special facility inspections; audits other financial reviews; validating interior design plans and approving furnishing, fixtures and equipment (FF&E) procurement plans; determination of transient personnel lodging requirements; assessing training needs and developing learning resources; and providing recommendations for overall NGIS prong am improvement and ensuring effective mission accomplishment.
The work is principally sedentary. No special physical demands are required; however there may be some walking, standing, bending, stair climbing, or driving an automobile. The individual must have the ability to visit sites and conduct occasional inspections of NGIS facilities and construction sites as required.
A proficiency with Accounting, Information Management System (AIMS) and System Accounting Program (SAP); effective APF and NAF management skills to include the preparation of (regional) NAF budget and CBB/POM submissions, and ensuring all NGIS funds are utilized in a legal and timely manner.
Must possess a valid state driver's license, as travel is required within the normal scope of duties.
This is a position of trust; as such work is condition on successful completion of a periodic National Agency Check or other equivalent background check.
Incumbent is considered "ALPHA" PERSONNEL, and is subject to work during inclement weather or other states of emergency.
This is a noncritical sensitive position requiring the ability to obtain a security clearance up to and including SECRET.
Ability to establish and maintain effective communication and relationship with others.
Must be able to communicate clearly and effectively in English both verbally and in writing.
Must meet Federal employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
